The only thing that would change about hinata's 64 Palms if she had The Cloak would be the size of the chakra impacts left from the hits and hinata without the cloak showed this very thing when compared to Neji's 64 palms.

Air-palm uses force to knock things away so stronger air-palm = more force = ability to knock away bigger and stronger/heavier and much wider targets while upgraded 64 palm would not share similar effects .:|

Sasuke still had the potential to use PS , but Kishi wanting to portray them as equals doesn't mean that one wasn't stronger than the other with VOTE2 bein a prime example of this , with Sasuke needing the bijuu in order to stalemate Naruto , so logically Naruto was much stronger at that point in time.

Naruto simply had more time to adjust to his BM/BSM and avatar powers earlier in the war while Sasuke had less time with his EMS powers , so it makes sense that he'd need a little help catching up to him IMO.

And VoTE2 Naruto needed to collect the Earth's Natural Energy to counter that. Outside of that power-up, War Arc Sasuke and War Arc Naruto has always been equal.

The next part is wrong because both obtained BM and EMS within the same timeframe and at least Sasuke had experience beforehand by having experience with his MS techniques which manifested through his EMS. If anything, Sasuke had more experience than Naruto did, but that never stopped them from being equals.

Naruto and Kurama are two separate beings and you have it the other way around. Only a small portion of Kurama's Chakra is a part of Naruto's Chakra (due to Minato's seal), but Naruto's chakra was never a part of Kurama. Regardless, I get what you're trying to convey, but that's chalked up to Naruto having to use his own chakra to maintain the link Kurama's chakra has with any of the alliance and it's pretty much explained here that manipulating Kurama's chakra that is a part of the Shinobi Alliance in any sort of way drains Naruto's own chakra:

Exactly and thats somthing he could've always done in a fight where Sasuke doesn't have the bijuu to exploit , making Naruto the stronger ninja at that point.

In regards to War Arc , Naruto was portrayed superior throughout and even got Sasuke on edge as noted by Oro , similar to his jealously in P1 completed with Naruto cracking jokes asking the Uchiha if he can "Keep up".

No , the cloak only signifies when the chakra is a great enough amount for it to be visible , as shown by kakashi when he first recieved Kurama's chakra the first time and didn't gain a cloak , compared to when he did gain the cloak.

Sasuke only got his wreked along with his Avatar , but that doesn't mean the internal chakra that wasn't visible also got destroyed and we already know the chakra given is obviously internal even without the cloak as the cloak only signifies the amount.
