So I was rereading some Fairy Tail Chapters and I noticed how Acnologia had the power to reap souls and leave people at a half dead state

and then I noticed how similar it was to Rahkeid's power

Could they have the same magic? Can only a person with similar magic to Acnologia defeat him?

Rahkeid gave them orgasm.They become pure soul because of Orgasm. They died because of Orgasm.
Acnologia used some kind of Dragon Saying Magic.

I'd say DSM is a lower form of Dragon Magic unless you develop it as well as Acnologia did, because we all remember what DSM did for the Slayers back at the GMG.... Not much

Nah, All are the same, Acnologia just happened to have strongest DSM attacks as he is the strongest.
