I imagine a chracter such as WB would teach his pick for the next pirate king a thing or two about all forms of haki

Vergo told smoker that his fighting style was off, and becoming smoke will be a bigger target. He even said smoker should already know amateur attacks won't work either, but in the end it turned out he was sacrificing himself to get Law's heart. Vergo and Smoker are even, if it was a real fight it would of been a lot longer than that.

It's absolutely not reasonable to say he had it, there's no evidence to support such a baseless claim.
If he was stronger than his rank implied and had Haki, why wasn't he a VA?

same reason he was a captain when he should have been VA level already. he didnt like how the higher ups did things.
