Honestly? i think the fact that Hiruzen knew he would die decides this.Just my opinion ^^

u know why Hiruzen decide to use RDS? cuzz he failed to beat oro w/o it... his plan was to kill oro with RDS but he failed again...(not because that he doesn't had nuff chakra reason was Kusanagi sword in he butt.)

Hiruzen saved village but he lost fight against oro.

I dont undestand why people think orochimaru lost he is the one who survived the fight

hiruzen sealed a controlled hashi and tobi who were being used to toy with hiruzen that fight ended when he got BODed tbh

regardless hiruzen is the 2nd weakest hokage k thnx.
