This is completely objective. Kishimoto is inconsistent with scaling and how he portrays the size of techniques. Not to mention, Madara's chakra is fully developed as an adult. This is a 17 year old Sasuke, who's still a teenager. I suspect Sasuke's fully matured chakra will allow him to fully usurp Madara's PS in size, but for now, it's objective to say which is bigger. I'm of the opinion that the two prominently shown; Sasuke's and Madara's, are relatively the same size.
