About High, Low, and Mid kage level...

It just dawned on me? Shouldn't it be determined by the Kages we've seen? Let me explain.

Okay, when it comes to actual feats and stuff we've seen these Kages:

Hashirama, Tobirama, Hiruzen, Minato, Tsunade
Third Kazekage (through Sasori's puppet), Fourth Kazekage, Gaara
2nd Mizukage, Yagura, Mei
Mu, Ohnoki
3rd Raikage, Ay

That is a total of 15 kage. So shouldn't it go like this?

High Kage:
Strongest five kage

Mid kage:
average 5 kage

Low kage:
Weakest five kage​

If that's the case, would it change your tier rankings a lot? It does mine.

Mid Kage: Orochimaru,Sasuke,Naruto,Itachi,Sarutobi_

Low Kage: Kabuto [not even!]

...! there's still too many strong ones!!!

hmm doesnt really change my thinking of the current kage.. but if you use this sort of thought process to determine those who are not yet kage placement then it helps

I find spiltting kage level into its own tiers when its more of a title than an accurate assesment of power in the first place utterly ridiculous.

the variables That go into determining strenght and potential power are countless.

Yes being a kage level ninja is amazing. Kimimaro is debatable low kage level and he's my third favorite character. He's mastered Taijutsu, and has extremely high Ninjutsu, speed, and stamina.

4 raikages

And to not count the ones we havent seen wouldnt be fair. For example we havent really seen the Rikudo sennin in battle vutvhe is on top of the list of most. A tier list would be impossible to make with kages until all of them are shown in battle. Just my opinion.

we only know of 3 kazekage.. only 2 tsuchikage's, only 2 raikage, only 3 mizukages and all the hokages ...

its impossible to place those we have not seen.. we can determine the power of rikudo because he was the god of shinobi and invented ninjutsu aswell as was the jichurikee of the juubi

itachi is high kage level as well as bsm naruto and ems sasuke, nagato, dsm kabuto

kakashi,guy, kisame are mid kage level, sm jiraya, orochimaru, 3rd raikage

sasori, deidara(could be the most dangerous kage), tsunade, gaara, mei, 4th raikage
