i wouldn't argue that he wasn't gifted as a fighter. Intellectually though, he left much to be desired imo. Konoha-nin would praise anyone that can put their own pants on or strap their sandals on a genius. There's no such a thing as a "true shinobi", because there's too many characters with their own image of what one is supposed to be like. If one is a "true shinobi" or a genius for committing a massacre on ppl that couldn't otherwise defend themselves in the name of their ideology, then Hidan is at the very front of that line.
