Advantage: Well it could be used with a weaker water jutsu to add a little extra wow power to it and it can temparary paralyze the foe.


Disadvantage: Its short range and well if, your fighting a kenjutsu specialists this isn't a good thing. It's also pretty weak, but for a D rank technique that's understandable.

and what will you do to counter this ?

Note : No need to add a jutsu, just consider what element to counter it and how? and also consider other move besides an element to avoid this.

Well to counter it with element the definer can confine there body with Earth or make a simple wall of Earth. To counter without using an element the defender can jump into the air or jump into a tree.
