Ok I want to make my own biography but i just have a few questions that i want answered. I can pick any character I want for my Bio right? As long as it's not the SO6P it can be anyone from anywhere even other shows? and what if the person i choose someone already has? Also while reading other bios i see they have mastered for example fire release and water release. How do i learn those and should i learn them before or after i get my bio accepted? Also do i keep updating my bio when things change? And how do i get these four

You can't make any biography, there are restrictions on some characters. Those can be found here:

If the character you want to make is from another anime/manga, then you first need to make sure nobody already has a biography of him, if they do, you need to ask for their permission to make the character, if they say no, then obviously you can't make it.
You can only update your bio once a month, however, you don't need to update it every time you learn a new jutsu or master a new element, only update it when you have multiple things to change (rank, adding history, more elements mastered etc). And if you want to drop that biography, you will have to wait one month. You can have a maximum of 2 biographies at a time.
