but even releasing from the hand and feat putting it into a person's system (like you stated) is a Hyuga feat

by not doing so then you just have CES like Tsunade

Or chakra scalpel to be more precise hitting inside and causing internal damage while avoiding damage to the skin.
This is different from attacking the points and injecting them that's definitely a Hyuga feat and kekkei Genkai dependant.
