well written relevant plot - most(all I've seen) Naruto movies have a mediocre plot structure where it has no connection to the manga. Standalone plots are hard to get behind and hard to fit in an 1 and a half hour movie(anime adaptations only, obviously many movies are done in 1 1/2 hour and done well but trying to tie in to a massive work like Naruto means pacing like Marvel does, they tell parts of a whole story with each movie yet have a core to focus on throughout the movie)
Lasting characters - How much can you and how easy is it to get behind characters you know are going to be gone by the end of the hour? Utilize an existing character or have a plan to incorporate the new character into the story(which can't happen now)
Limit the size - think of the movie as an 1 1/2 hour episode, not everybody can fit into that story time, don't force them. Some of the movies feel too cluttered with cast.
This last one is just a personal opinion but turn down the Michael Bay dial. Not everything needs to result in massive explosions.
