I think that the head of the clan knows everything that happens on earth, and some of the information he gave to Urashiki, while Momoshiki and Kinshiki, does not know anything!

I’d say they’re investigation must have started around the same time as the last.

They started monitoring to search for Kaguya instead they see the last happened & continue to monitor.

Because remember Urashiki says they still don’t know much about earth

Idk their slow advancement of plans is weird and needs explaining

They probably couldn’t watch her fight with Naruto and Sasuke because it was in another dimension. The seal probably completely blocks her chakra too. It could also be that Urashiki is higher in the hierarchy and works closer to the main branch who has better surveillance abilities.
