People put Tobi ahead of Minato because he's obviously stronger. It's 16 years after they fought and he has rinnengan and bijuu's now. It's debatable if Minato is even top 10, if he is it would be barely.

First of all - I agree with everyone saying Minato shouldn't be in this top 4 BUT I gotta disagree about the overrate-part. Why? Because for every guy that says 'Minato is damn strong' or 'He is top 5 for sure!', 5 other people arrive and start being douchebags saying: 'Omg, minato is such a overrated character he isnt even in my top 10(Imagine that sentence said in a 14 year old, popular girl). So yeah... Stop bitching about Minato without explaining why you find him overrated(responding with: because of his fanboys won't be enough since I see most people as Minato-haters). I am by far no fanboy of Minato but seriously, what flaw have you seen in the little manga/screen time of Minato? He has charisma,skill, brains - in other words, he was the perfect Hokage of that time. Why the heck would you put Sage's sons in the list when we doesn't almost anything about them? Sure one inherited Sage's body and other Sage's eyes, but so did Naruto, Sasuke, Hashirama and Madara.
