they said minato was the strongest alive at the time and only naruto can pass him Hashirama beat madara so he is above him and so6 paths because he created both of there clans its been stated many times that Hashirama and madara were the strongest ever and they formed the leaf and thats why it became a instant power house

i dont think kabuto would be stronger than minato to be honest
he hasnt even shown us he is stronger than oro
i mean he is dragon sage now but that doesnt make him stronger than minato
because if it did that means when naruto went sage he passed minatos strenght
aswell but they said he still had along ways to go and pain kicked narutos ass in sage mode

why do people keep putting tobi infront of minato
minato beat tobi and had nothing to do with his death
he realesed the 9 tales from his control and tobi fled from battle after losing a arm
to this very moment minato is the only person to touch tobi( not including the sea of paper bombs because her hands didnt touch him and took months of prep work)
then went to stop the distruction of the leaf all by himself
