I didn't said you must look genjutsu as a ninjutsu for nothing. This is why i say that:Genjutsu is not like ninjutsu, that is why they have two separate categories.
Synapses transfer information throughout the body. When the genjutsu hits the Raikage, it transfers the information the user of the genjutsu wants along with or even instead of the actual information the body senses. The genjutsu info and regular info don't travel at different speeds or varying rates because they travel on the same nervous system. That is why Ay was able to be caught in a genjutsu by Madara. Madara stopped his movement and looked into his eyes long enough to place his genjutsu and disturb his NS. This is also the only time the Raikage commented on genjutsu hitting him, when his movement was restrained. When Raikage was fighting Sasuke and co, he just said the sharingan isn't enough to handle him, talking about his speed vs the sharingan's perception.
Only reason why Madara caught him in a genjutsu is because he immobilise him before with his Susanoo. Sasuke couldn't do that at that time, so what's your point?You're original point is that either Kishi messed up, or Madara himself is a direct exception. Which is incorrect. The fact is, ANYBODY with enough strength, skill, and speed as Madara could catch A with the Sharingan. NOT Madara explicitly. IF Sasuke was at the same level as Madara, or higher, then he would have gotten A with it, too. THOSE are the facts.
As interesting as the debate on synapses, brain signals, etc. in regards to genjutsu/ninjutsu is, it is JUST a theory, and has nothing to do with the argument that YOU brought up.
