Description: The Ketsuryūgan (血龍眼, Literally meaning: Blood Dragon Eye) is a dōjutsu, which appears in certain individuals of the Chinoike clan. The Ketsuryūgan is recognised by its reddish colour, giving a special appearance for the users of this dōjutsu, characterised as holders of eyes as red as blood. A notable ability of the Ketsuryūgan is it's ability to cast genjutsu, either by making physical skin contact with the target or meeting each other's gaze, on a level of comparable strength to the Sharingan as well as be able to follow high-speed movements. One of its main abilities is their ability to manipulate the blood within themselves for Ninjutsu use. Much like any other Dōjutsu, the Ketsuryūgan is able to see the flow of chakra to differentiate chakras from different people or from different sources. Similar to the Byakugan, the user can see chakra through matter and beyond dense matter or in long distances. This ability also allows the wielder to see one's "life force", or their physical energy and sense and see any living object within range.
Note: The user, if he hasn't gained full mastery over his doujutsu, will need to spend a move to activate it, although as long as he has chakra and enough stamina, he'll be able to keep it active until the end of the match. If the user is Jounin Rank or above and has held the Doujutsu for a month, he becomes able to passively activate it.
Note: To avoid direct Eye Contact and be able to focus only on the body movement below the chin, the opponent needs to have mastered Taijutsu to possess the necessary skill.
Note: While traveling the NW, bios with an activated Ketsuryūgan are able to see up to two 2 adjacent landmarks away though this does not beyond an ocean landmark.

What is considered Taijutsu Mastery now for them to be able to avoid my gaze? Is it just base Taijutsu, or does it include completing fields like K-Tai and Advanced K-Tai. I feel like this concept could make a good specialty in the new system...

( Doujutsu: Genjutsu Ketsuryūgan ) - Eye Technique: Dragon Blood Eye Illusion

Description: This broadly refers to a range of genjutsu performed with the Ketsuryūgan. By establishing eye contact with a target or physical contact with their body, the Ketsuryūgan user traps them within a sustained Genjutsu of the user's creation. Ketsuryūgan Genjutsu are stronger than other Genjutsu, being as difficult to break as Sharingan Genjutsu due to the powerful nature of the chakra powering them. When utilized through the Ketsuryūgan, these Genjutsu are enhanced and deal 20 bonus damage while enhancing the Genjutsuson such a level that entities created within seemingly have different chakra signatures and excess chakra is removed from the environment and objects within the illusion. So I have been looking at this technique a fair bit before we started learning, Its a good technique that lets you both sustain genjutsu through eye contact, empower genjutsu used through the eyes or block genjutsu by creating a mental barrier or flush out existing genjutsu. Genjutsu used through this are harder to break but must be sustained, limiting my available techniques at my disposal. It also allows me to free others of genjutsu they are under

I take it by this sentence alone, that it means I can create a genjutsu of my own creation through this technique, not needing an existing genjutsu technique to cast through the eyes?

I assume this also means that I can cast regular genjutsu through eyesight, If doing this, I assume it takes up two move slots or do I just need to post this technique as a reference? If I have to use two move slots I would assume they are also within the same timeframe?
I understand what you are saying.Yeah it's the same as the sharingan basic get. As long as you have contact physically or through tough you can make up what they see etc. Just don't reach with it.
That this says is, you make a gen through eye contact, not touch, you get +20. It's referring to this technique and only this technique. Not using the eyes as a medium for another gen.
And to be honest, why would you want to make a basic gen with a limited description where you can make what you want with this jutsu anyway? And probably better?

Description: Using the Ketsuryūgan's abilities to manipulate a target's blood, with physical contact, the user can expand the blood in the target's body. Doing so, it will cause the body to morph into a much larger version, effectively disfiguring the target to be unidentifiable. This grotesque massive form can also slow a target as well as reduce their ability to physically fight by expanding their blood to slow them significantly, lowering their speed by 10% and preventing access to Taijutsu above B rank as well as taking 5 damage per turn. An opponent can release this technique by using a full body surge of S rank or higher or by causing themselves bleeding damage to themselves to release the excess blood. This will cause no additional damage beyond that done by the opponent.
Note: Additional uses can stack, causing rapid movement loss beyond the normal 40% limit. The user can stack up to 3 uses, causing a max reduction of 30% speed, -15 health per turn and inability to use Taijutsu above D rank while in this bloated state.

After 3 turns have passed, they will begin inflating in a grotesque manner and appearing in a swollen, black and sickly manner. After 6 turns have gone by or when the target's health reaches lower than 10% of their max, the target will seemingly finally explode on a very destructive scale, causing S rank damage to those within short range and leaving the target unable to continue until healed. This explosion douses poisonous blood and chakra onto targets within short range, spreading the bloody infection to them and continuing the process. Only by rendering the target unconscious such as with Genjutsu or defeating the user will the explosion be prevented.
Note: Requires direct contact to utilize. Can only be used after the Ketsuryūgan has been activated. Can only be used on a single opponent twice and up to 3 times in total. After use, the user cannot use it for at least 4 turns.

This seems fairly simple, through physical contact in any shape or form, you can manipulate a persons blood causing it to disfigure your opponent, this now grotesque form can slow a target or incapacitate them simply by making their bodies so large they become unable to move effectively. Mechanically this technique can lower speed by 10% and prevent access to Taijutsu above B rank. However I believe this is mainly due to the rank of the technique and a higher ranked version could expand on these area's more. This technique causes 5 damage a turn however it is easily released by the opponent having access to a full body surge of S rank or higher or causing themselves to bleed out the excess blood in the effected area. Multiple instances of this technique increase the debuff effects applied.

Similar to the last technique in the sense it requires direct contact, though this specifies 'Skin' contact which implies it needs to be skin on skin contact, meaning anyone wearing excessive armor or with little skin showing makes this hard to utilize. However, should you pull it off, by infusing some chakra into the target you poison them, you make their body unstable and deal constant damage over a period. The opponent becomes consumed in a pitch black substance and takes 20 damage every turn. After 3 turns they begin inflating into a deformed appearance, becoming overly swollen, black and sickly. after 6 turns or when the target reaches a health lower than 10%, the target explodes, seemingly caused through an overabundance of blood which their bodies struggle to contain until they explode in a gruesome fashion. This explosion causes S rank damage to people with short range preventing them from continuing (This part is unclear, does this mean they become incapacitated until healed?) This explosion causes the process to spread and repeat. The only way to stop this is through genjutsu on the target causing them to go unconscious. (does the target refer to the user of the technique or the one under the effect in this case?) or defeating the user.
This technique also prevent regenerative healing.

Regarding the second bold, the way it is written definitely implies that the explosion should be avoided if the affected individual is placed under genjutsu. I think the way this worked didn't make sense in my own head, but mechanically, I understand this is how it is.
