8 tailed would win. The deva's path ultimate move didn't hold the 8 tails so I doubt naruto could. Also his sage mode is limited, he would use 2 rasen-shurkiens then be out of it meanwhile the 8 tailed form can use his techniques and overwhelm or kill naruto.
