Eh, 8-Gates isn't legitimate strength. It's pretty much like if when the Kyuubi took control over Naruto and people said Naruto was very strong, even though it was actually the Kyuubi and not Naruto. Well, if Sasuke opened the 8-Gates, he would stomp 8-Gates Gai, just like Normal Sasuke stomps Normal Gai.
