It seems that naruto was filled with the one tailes, and 8 tails. And (assuming) the 9 tails that zetsu had. Am I wrong to think that all are in him?

My other thought is do you think that it's possible that the 8tails will go to bee and 1 tails back to gaara?

He might be even stronger because he has more then just 9 tails and he has a good connection with all of the beasts since they like him. I feel like being Perfect jinn with multiple bijuus will be stronger just his Bj mode.

Gaara has no need for shukaku chakra, and bee likely is still alive(just barely) with part of the 8 tails.

Naruto is getting all the Tb chakra to become a psuedo juubi jin.
