Naruto is way out of its prime. The climax is closing. Thee edo tenseis are gone. Naruto and sasuke have received their final power up.and honestly if kishi is waiting this long to develope side racters don't even bother at this point. Also compare part 1 and up till the itachi pursue. The fights are not has good kishi does not want to do this any more

Climax does not always mean the end. It's the turning point of a story. So after the climax, their might be an arc left, I don't know. The climax could be Tobi's identity, or something else. Although after the climax it might be very close to the end.
