Without the Biju Tobi is a Nagato with Jikugan Ido. So he has still much to offer with Nagatos six paths, Gedo Mazo with the power of 7 tailed beasts and his Space/Time Jutsu.

So imo will win with and without hisPain Rikudou.

...Deidara defeated Gaara. Do I have to say more?

Gaara had to fight while defending the village, Deidara dropped a clay bomb on the city which Gaara had to mold a massive sand wave to absorb the blast. This left an opening for Deidara to attack, which he succeeded. Also, Gaara is much stronger now with his dad's gold minerals mixed in with his sand.

i am going to say the 5 kage with an extremely high difficulty because as the 5 kage, they more than likely have sealing techniques that can seal bijuu away. also, the 5 kages wouldn't give up so easily =/
