everyone knew and revered the kotoamatsukami.... so he must have used it atleast 3-4 times and 10 years a recharge...... maybe it was less for him as he was original caster

I believe it said because Itachi didn't have senju DNA he couldn't use it without a 10 year recharge. Shisui might have had senju DNA.

There should be a top 10 just because Kurenai doesn't quite make the cut although i think she could be ahead of sasuke on the list, i mean Itachi praised her for her genjutsu ability basically if not top 5 defo top 10...thoughts?
