Conditions: both are alive and in top condition
Intel: Full
Location: Gaara vs 2nd Mizukage
Distance: 20 meters

Seriously? The Fourth Kazekage can effortlessly block any and all Vacuum Palms that come at him with his sand.

Just pointing out that the 4th kazekage does not have any terrain advantage because, unlike Gaara, he does not control sand. He only controls gold dust. Another point to add is that he doesn't have Gaara's auto-defense that protects him at all times from most attacks, which is pretty much the main reason why Neji wouldn't be able to defeat Gaara in the first place.

As a former Kazekage, he's competent enough to make his own defenses.
Not to mention, the scale of his techniques would overcome such small attacks.

Fair point, but he wont be able to retrieve as much gold as Gaara could with sand, meaning that he will be working with less that What Gaara could achieve in a desert.

He can make his own defenses for sure, but they wont be near as effective as gaara's sand, which even reacts without his will to block attacks he might not see coming around him.

The sand defense is what kept Neji from being able to defeat Gaara. With that out of the way, Neji can go in with his superior speed and attack up close without worrying about getting around any auto defense.

The speed of his attacks was just as fast those of his son's. Also, he doesn't even need hand gestures.​

The sand defense is what kept Neji from being able to defeat Gaara. With that out of the way, Neji can go in with his superior speed and attack up close without worrying about getting around any auto defense.

Neji wouldn't even need to be concerned about getting close to the Foruth Kazekage.

how fast?equal to gaara's gourd sand.

How strong?,strong enough to nullify a sand tsunami of equal size,block goyrd sand attacks like sand hail.

His weakness is that it isnt auto,meaning he is prone to attacks from hhis blindspot like below,which gaara yook advantage of,however,a gold eye removes this.

He beats every jonin you stated except kakashi if he os blood lusted.

4th saved his vilage from the 1 tails (presumably because he woke gaara up before shukaku could become full powered but still). neji would be helpless before the sheer scale of gold dust wave. asuma uses physical knives which are useless vs the 4th.
gai and kakashi are considered kage level. notice i said regular jounin not elite kage candidate. neji is not an elite kage candidate. and 4th wouldnt even be kage if he cant beat asuma. orochimaru had to ambush the 4th, and kabuto implied he was a rather strong opponent as he bragged about the 4ths defeat
