Newly-revived hokages are FREAKIN' POWERFUL! why?

Remember the part when Suigetsu and Juugo found a scroll in orichimaru's hideout? Then Suigetsu says that "this could turn the tide of the war. We should get this to sasuke." There was a secret in the scroll. That secret was reviving the late 4 hokages. And I think they will be unbelievably powerful! as suigetsu says "this could turn the tide of the war".

Who would have thought Minato would be revived? He was sealed in the Death god's body! Can't wait for the next manga! This will be epic! Minato will surely kick some serious ass!

I dont believe the scroll was to resurrect the 4 hokage. It is merely a step as to what the scroll really does. Oro even mentioned that this was a step he needed to take before hand. When he first returned, he mentioned that they first need to speak with "The one who knows everything" to learn what they need to do to achieve it. Returning Oro's arms and the Hokages is only a single step in the scroll and not the endgame.

In addition, they went to the Nakano shrine which wasn't a requirement to resurrect them. All they needed was the mask and they got that somewhere else. They are going to learn something big or gain something powerful from the shrine in the near future. That's the real goal here.
