From what i saw of Minato he is faster in my opionion and he doesn't even use lightning to amplify his speed. If Rasengan can beat Chidori, i think Rasengan can break throught Lightning Armor that the Raikage uses.

We don't know enough about either of them to decide completely. I'm sure Raikage has more than just his Lightning Armor although thats probably his favored tech. And I'm sure Minato has more than just FTG and Rasengan. But we can't know for sure.

I'd say Rasengan can bust through the Raiton Armor so Minato would win.

I voted the 4th because of what we already know of him he's capable of dveloping A rank jutsu he's Kage level he's fluent in Fuuin jutstu his level of calm is much greater and he was very precise in all his actions. This is a shinobi that faced and defeated Madara sure he said Madara was able to see through his moves but he still managed to foil his plan and obtain a jinchuuriki for the leaf Raikage is good but he showed lots of weakness against Sasuke getting his arm maimed in all but I stiill think hes Kage level for a reason we all know that those who are labelled Kage are Labelled thT BECAUSE THERE THE BEST OF THE BEST GO 4TH HOKAGE

Do you really expect a bunch or regular Jonins to hold back the Kyuubi. Gamabunta can do nothing aginst the Kyuubi. So it was Minato against the Kyuubi and Madara. really uneven odds f you ask me, and Minato still beat the Kyuubi.
