Itachi is able to contend with him. I'd arguably put Itachi above, or equal to just due to the fact that most of what we saw from Sasuke was a Senjutsu boosted Sasuke. Whom, IIRC, a sick Itachi was still able to get the better of on occasion.

Sasuke's got the stronger offensive, but Itachi's genjutsu techniques and just quick witted thinking is an edge of its own.

That's why I had Sasuke >=Itachi. You can make an argument for either side.

I'm still bewildered as to why Kakashi is at the top of people's list. Him and Obito were obscenely reliant on Kamui for most of the manga. What proficiency have they shown with 3T that puts them above Hebi Sasuke or 3T Itachi?

I can even make a case for Obito, as his speed and Katon barrier were impressive. But Kakashi? His wankery on this base is too damn high. His feats with 3T, his general Taijutsu, speed are laughable before Itachi and Hebi Sasuke. As you said, it's toss up between them.

Him doing taxing techniques doesn't mean the power behind the technique isn't weaker.
