Do these conditions give Sharkboy more of a chance or does Itachi still solo?

With no MS Genjutsu Kisame can win mid-high difficulty, unless he can't fuse.

Then itachi wins low diff.

He simply has a huge advantage underwater which means he can barf up 100 Sharks underwater to pressure Itachi, suffocate him to death, and he simply has the movement speed out outpace Itachi considering not even 6th Gate Gai could keep up with Kisame's speed underwater.

I don't see how Kisame loses, especially when Genjutsu is restricted here.
