The Third is quite powerful in his own right (Though I wouldn't call him God Of Shinobi because of his lack of spine in helping Naruto growing up) but the Fourth was THE most powerful Hokage to take the hat in the Leaf village's history.

That doesn't mean he'll win just because he has more Jutsu. It's the skill and experiance that really counts and although Sarutobi has Minato beat in experiance the Yondaime goes far beyond Hiruzen in skill.
Third never showed any techs that didn't require hand seals, if you recall, when someone as fast as Itachi was forming seals, Sasuke could interrupt with shuriken. Minato will do the same with kunais and if he dodges the kunai like Itachi did, Minato will teleport to it and kill him, if he blocks with a kunai, Minato will still teleport to the same kunai and throw another one which will go close enough for Minato to Rasengan him.
we don't know how strong Third was in his prime, but according to manga and databooks he was the strongest hokage
