Draw. Or Could be Raikage (and Minato is my favorite character), he has too much chakra, whereas we don't know how much chakra he has, so eventually Minato would run out of chakra or he will notice that none of them will hurt each other and he could use FTG and get out of there.

For the one who has mastered the FTG technique, distance and space becomes irrelevant. Minato can evade the 3rd Raikage attacks.
But Raikage has an unbeatable defence, thus far. It took him 3 days and nights to die, so he has a formidable chakra pool as well as considerable stamina. he has incredible speed and his attack is murderously strong.
IF Minato manage to pull the same attack that Naruto did, then he would definitely beat the Raikage. But unfortunately Naruto was only able to figure this out by the intel provided by the 8 tails.
Minato is very smart and skillful. Basically if he is unable to figure out Raikage's weakness then this fight would, in my opinion, result as Minato using his Dead Demon contract seal (provided, he manages the time to perform the required seals) and thus both of them would die.

3rd raikage can fight for three days long. well against a formidable opponent let's say 2 days.
minato aside from dead demon seal has nothing against the third. and if it's a fight to death, no retreating minato will make a mistake in those 2 days. if not he'll be tired out. so either raikage wins or minato attempts to use the dead demon seal for a draw.
and it's required for 3rd raikage to be catched by minato and if minato catches him I think third can kill him before the seal is done so even that technique may not work
