Well that's a tough call dust=earth,fire,wind lightning armor and sword of the 3rd beats earth and loses to wind. Idk...

Gaara can't crush him. His sand is not powerful enough. Even Kimimaro withstood that, and he is nowhere near 3rd Raikage.

Oonoki can probably finish him off with Jinton from far away, Gaara could probably suffocate him with Sand, Mei may be able to burn him to death(the lava and acid melted Susanoo), I don't see A being too much of a concern, If Tsunade can do a "why are you hitting yourself" no jutsu, she may be able to win, in addition she has Katsuyu for acid and she byakougou to heal from the damage he deals, so it becomes a strength competition, although her medical jutsu may be able to attack him without cutting his skin, if he doesn't have his raiton armor active the body pathway derangement would screw him up. So 4/5 of the current Kages stand a chance against him in 1 vs 1.

I'm pretty sure Onoki's Dust Release can destroy just about anything, even the Third's "impervious" body. Gaara's sand could surely at least damage him, if not completely crush him. Maybe Tsunade's strength could put a dent in him, too. And considering A decided he would have to go fight him himself when he heard he was revived, he probably could beat him, too. I don't know so much about Mei, but the rest of the Kages would probably be fine.

Between Sand Waterfall Imperial Funeral and Successive Shots: Sand Drizzle Raikage doesn't have too much of an option. In addition, Gaara can fly which counters the third Raikage. And Gaara's sand is fast enough to stop A mid-attack, when A was fast enough dodge Amaterasu.
He has to touch Mei, if she has herself surrounded in her Acid mist there's nothing he can do. Don't underrate Tsunade like that. She has enough in her arsenal that she stands a fighting chance.
Everyone has the title kage for a reason. They are not weaklings. They are all strong in different ways albeit I think Darui would make a better Kage than A (he's Kage for his strength +Shunshin combo)
