You said FTG kunai's are placed and that means Minato wins but since you said no seals then what we have seen of both, I being one of the biggest fan of Minato, chose 3rd barely...
Reasons:
what we have seen till now, Minato has only Rasengan and taijutsu for offence whereas 3rd has very strong nin-taijutsu for offence..
Minato's FTG tags are everywhere so its almost impossible to catch Minato now whereas 3rd's sheild will protect him from any damage caused by Minato..
From these facts, 3rd wins barely...
As a fan, Minato is super genius, if Naruto can find his weakness even with the help of Hachibi, Minato alone can but IMO he won't be able to do like SM Naruto did but he can find another way, with this Minato wins barely...

i have a question.. if the 3rd raikage manage to survive from the 8 tails bijuu dama.. how can minato fight him? + i dnt think normal rassengan cant manage to damage the 3rd raikage ( i think so) or even those ftg . ill go with the raikage..:shrug:

Raikage basically killed himself facing the 8tails but with the scan with we saw they were both on the ground exhausted so that means Raikage equal 8tails. Minato had to seal the 9 tails. And I don't think anything can hurt the 9tails or exhaust him that much. I don't think a kunai will hurt Raikage or rasengan so Raikage mid difficulty.

3rd Raikage easily.
I don't even think FTG will be a factor in this fight because 3rd Raikage could either pick all the marked kunai up and put them in his belt because he would want Minato to stop running and Minato would not teleport to a brute like 3rd Raikage or he would just blitz Minato as soon as he takes the Kunai out and kill him in less than a second.
