It appears in that scan that Gai thrusted one of his arms forward to produce the Hirudora.

look at his tiny self, his right arm is clearly not in the position it was before, and it looks like it was thrusted forward. The way I see it is that it's not actually a hand seal, Gai uses his left hand to brace his right, and then to make the Hirudora he uses that brace in conjunction with the arm thrust.

Otherwise it just becomes a Pseudo-Ninjutsu, which doesn't make any sense. The whole point of Hirudora is that it contains no chakra.

So yeah, Gai's physical strength isn't what determines Hirudora's power as he doesn't put any physical strength behind the creation of the tech. This being true doesn't mean that it has chakra so there's no issue there.

I wouldn't know. Not sure what Kishimoto was thinking tbh. Only thing I can determine is that it can't be his physical strength since it's formed by a hand sign.

7th gate gai wins. Multiple hits on raikage's head by nunchuck utilized by someone physically as strong as 7th gate gai should be enough to kill him. Hiudora is an option too.
8th gate gai rapes. Raikage 's head isnt surviving countless punches from 8th gate gai.
