It appears in that scan that Gai thrusted one of his arms forward to produce the Hirudora.
look at his tiny self, his right arm is clearly not in the position it was before, and it looks like it was thrusted forward. The way I see it is that it's not actually a hand seal, Gai uses his left hand to brace his right, and then to make the Hirudora he uses that brace in conjunction with the arm thrust.
Otherwise it just becomes a Pseudo-Ninjutsu, which doesn't make any sense. The whole point of Hirudora is that it contains no chakra.

That is when he thrust his arm forward, as a firing mechanism. That position his arm is in doesn't look like he just thrusted forward. It just looks like a different position was taken. Then we have the other times where he made a hand sign and fired it.

So yeah, Gai's physical strength isn't what determines Hirudora's power as he doesn't put any physical strength behind the creation of the tech. This being true doesn't mean that it has chakra so there's no issue there.
