NB. My list is based on natural skill, not borrowed power.
Nagato not in because he wasn't born with the dojutsu and he pretty much sucks without it.
Naruto not in because he not that good without the fox.
Sasuke not in because.........well we're still waiting to see his new strength.
Tobi not in because we don't even know if he is even human.
SO6P not in because ......................its just not fair.
Tobirama not in because.........well ppl don't even talk about him.
White fang is in because he is the ninja the 3 sanins looked up to, so that should explain alot.

the only person he fully controlled with abilities was nagato after he got defeated with amerterasu
