The villains name is Byrnndi World, Byrnn D. World, it's confirmed he was a D.

All jokes aside his names Byrnndi World= Burn d world and he makes a cannon that can destroy islands, really that's pretty cheesy.

Oh yeah and his sidekick looks like dr. robotnik from Sonic

Oda just designed the character & the other 3 world pirates, everything else is by Toei. I agree though it is kinda meh but Burndy World is a beast villain, I like him more than Z.
