Since little is known from Third Raikage I would choose Second Tsuchikage (Muu). The Third Raikage from the looks of it got his tail whop by the Allied Forces. Gaara and the Oonoki was having a hard time taken down Muu.

Id say draw, Raikage has black lightning, Bee sword style and lightning Armour, Muu has dust release, and perfect camouflage tech but Raikage would probably spot him out but it would take a long time for him to, due to the fact that Muu is the only person to have mastered it, he also has mastered wind, which is strong against lightning.
