You assume such thinking is in India only most reactions are common. The idea that "she was asking for it" and "**** shaming" is not unknown nor are rapes. Check stats for per capita rape stats.
The difference in reaction comes from our very loud media which doesn't present news objectively but sensationally. The news channels have become drama theaters. Not only same news is repeated same sentence is repeated so many times in so many way that one would wonder whether you are listening news or a "thoomari" piece. Then comes the huge population, low education rate and mixed cultures effects( the minority and certain other caste clinging to their own customs and way of thinking).

Under reporting is a problem in USA too but India has a higher conviction rate than USA and UK in the reported cases. India had a rate of 24. 2 percent rate of conviction for reported cases while UK had just 7%. You are more likely to see Jail in India than UK.

. If you believe the word savage describes some of you so nicely then you need to start with yourself. If it's your family and friends then if they are involved in such cases report them. Don't project them on everyone else. But I doubt that's the case. Then why exaggerate?
Yes you need to take precautions when traveling in India. But you need to take precautions on university campus in the West too. Bars and discotheque and meth parties are high zone risk too. Lonely alleys are not safe anywhere. There are certain areas you avoid in most cities all over the world.
