I wouldnt say izanagi because its too risky. Most people have only two eyes (apart from danzou lol) and after you cast izanagi twice, thats it you are blind. I believe that in order to measure the strongest ninjutsu, you should also take into consideration how risky it is.

Id say it has to be uchia shisu technique 'koto amatsu kati'. The ability to control somebody without them even knowing. You can simply avoid combat and just cast this technique on your opponent to kill themselves and that's it you won.

Others include susanoo, amaterasu and tail beast bomb.

Btw i do not believe that edo tensei is the strongest. Its the most annoying technique but not the strongest

i thought that Koto amatsukami could only be used after ten years cos of the crow.

danzo used it with what i take as being half a day and im guessing that shisui could ues it without having to rest for quite a while.
i might be wrong but thats what i got from reading the manga.

going back to it for me the top 2 would be
1. Izanagi
2. shadow clones

Its said that with hashimaru's dna you can greatly decrease the time span in which you can use koto amatsukami

There are actually a few jutsu that can all be classed as number 1.

Soul reaper, Edo tensei, FTG etc. etc.

then 2 would be Izanagi or Amaterasu

Edo Tensei if u can reanimate super powerful dead peoples u can win almost every battle and izanaghi is also powerful and even amaterasu it wont extinguish until it burned the source
