2nd mizukage, honestly i think he's the best of all the kages revived.

Mei has such little feats that she can pretty much only win battles by hype or against opponents who are very weak against her jutsus.

I might go with Mei, the boil style can stop the hail attack and the lava style can prevent the hydrification technique.
