i have been wondering about this for a fair amount of time. To create Edo tensei he must of had to experiment on the human body and life after death and isnt this kinda of like being like orochimaru? cos he must of done the jutsu to make it forbidden and he must of experimented with it and this must of surely needed sacrifices?? doesnt this put a big question mark on the morality of the 2nd hokage??

he could have used war hostages,whitch in times of war would not be that unusual.

probably thats why he forbade the use of this jutsu...
If he was like oruchimaru,he'd have continued the sacrifice of bodies in order to perfect the edo tensei. Even though its said that kabuto perfected edo tensei, I'd like to believe that tobirama would've surely did better if he continued research on edo tensei. He had the capacity,but not the willingness.
This unwillingness to continue, shows his morality.

Also, experiments are always needed for development....its what you do after the bad results of an experiment, that decides your morality

Where does it say he tried to perfect it? He labelled it as forbidden and that was that until Orochimaru perfected it and brought it back.

Was he a Kage in war time?

If he was, then he must've needed extra troops for the war.

I'd love to see him as a bad guy though, he's one of the more interesting kages.

he didn't use konoha ninja as the sacrifices.. He would have used war prisoners etc... he loved konoha that's all that matters.. he seems like the scientist type... he tried out the jutsu, then realized it could probably be used in the wrong hands etc so he labeled it kinjutsu
