There HAS to be one of those figurehead and he was the best choice to it. He doesn't let emotion get in the way nor does he show it. You just called Obito one of the most "ninja" like characters? Was it not stated, in this manga, that ninja aren't supposed to show emotion or let it run you? Obito is the definition of letting emotions control you.

Tobirama made decisions ONLY to better the village, regardless if they come off as "wrong". Let's not forget that Hiruzen allowed Itachi kill his clan, does that mean Hiruzen is a "vile" Hokage as well? It can be argued that Danzo saved the Leaf village by getting the 3rd to go through with it. There was a possibility that the Leaf would be no more had the Uchiha gone through with their plans.

Tobirama made decisions based off of fear and jealousy. And it may have said in this manga that's what a ninja is but a ninja is someone who works in the shadows and uses any means/methods/disguises and tactics to achieve his goal regardless of the cost. The ones who best fit the true ideal of a ninja are Orochimaru and Obito.

Also there's a possibility the leaf would be fine and just ruled by Uchihas rather than Senju had the coup taken place. Your hypotheticals have no validity. The coup could have possibly been put down without an Uchiha being forced to betray his clan and his brothers trust.

As for figureheads, reference Kotaro Fuma. Leader of the fuma clan. Each successor took the name Kotaro because it wasn't about being recognized as the boss it was about instilling a fear and legacy into the name, similar to the way Orochimaru has done.
