towards tobi it's pretty much clear that itachi was more a hindrance than anything else to him, therefore he's somehow happy about his death.
when i read the manga first i had the same thought about zetzu, but in the last few mangas he's just madara's minion, so probably no, they arent partner.
towards suigetsu and sasuke: i think that sasuke knew that suigetsu would become angry and would argue around if he said: shut up and sit down, so he made it in a diplomatic way and suigetsu sit down and became quiet.

well about zetsu he may be his partner but his the only one u could enter the kage metting and his still alive im sturn of it or white zetsu is a minion while black zetsu is madara's/Tobi's partner since white and black have different personalities
