How can you not see the Power Scale Difference between Part 1 and Part 2? Go look at Hashirama's Mokutoin Part 1 and compare it to Madara's Mokuton in Part 2. That's a perfect example.

And where does it say he went all out? Please show me. The entire fight Tobirama and Hashirama were used to Toy with Hiruzen.

The White Fang is a type of fodder. Perhaps I should go more in depth. There are two types of fodder:

1. Characters that are just in the background and they don't have any purpose.

2. Characters that are named, but serve no purpose. Sakumo falls in this category.

Actually, the manga does have two parts. In the manga volume that the Sasuke vs Naruto fight at the Valley of the End ended, Kishi says Part 2 was going to start now and that he didn't see the purpose of having two parts to the story.

No, all you can do is state "that was anime" to argue your point, but it doesn't change the fact that Kishi has changed the power scaling in the manga between the time skips and more recently has gone all DBZ on certain characters. Part 1 and Part 2 are just terms used to describe the events that occurred before and after the time skip, that is all.

2. You are 100% correct on this one. The word fodder is thrown around far too recklessly.
