Character wise, he was great. Well written, consistent all of that. Thing is though, he acted in spite of himself, and came of as a hypocrite and a coward to me. Of course, that doesn't make his flawed character wise, but as a person, very flawed. With all his talk about self the importance of self self sacrifice, he never wanted to sacrifice himself, and only did so with a technique that required him to be dying, yet was willing to sacrifice others. That alone makes him a hypocrite and coward. Also, having the Uchiha massacred, saying it is in the name of the village, put it was clearly in his own self interest. He clearly just wanted some sharingan. Why else stop Shusui from stopping the coup and going behind Hiruzens back? Finally all his actions were counter productive. Trying to destroy the new new akatsuki, made Pain, the one who nearly destroyed Konoha and killed most of its people. The Uchiha incident, which instead of stopping any threat from the Uchiha, made an Uchiha powerful enough to destroy the village, and gave him a motive to want to destroy the village as well, and he would have destroyed the village since there was none to stop him, except his very own whim. In the end, Danzo is well written and consistent, and the things I mentioned don't make him horrible. They make him interesting, and as one of the driving forces of the Manga, for however short it was, he deserves no less than a ten. Sadly I hate him so I gave him a one.
