She will be on par or able to surpass:
1. Current Ino
2. Current Hinata
3. Current Tenten
4. Current Hanabi
5. Current Shizune
6. Current White Zetsu
7. Current Kiba
8. Current Choji
9. Current Tsunade
She's pretty much surpassed all of them in some way or another. She has nearly unparalleled medical ninjutsu and extremely powerful and focused taijutsu. However, she really doesn't bring anything else to the table. Plus, she has proven fairly useless when it comes to actually striking an opponent (Naruto is the only person she is able to hit consistently). Lastly, her battlefield experience is nearly nonexistent. We don't know what she did while training with Tsunade during the time skip, but she still doesn't have the same amount of experience as the older generation, or even her peers that specialize in combat.
All of the other female characters are presumably at least trained in medical ninjutsu (since every four person squad is supposed to have at least one medic), but they also bring some fairly impressive talents to the battlefield. Hinata, Hanabi, and Ino have their families' hidden techniques, and Tenten is a walking armory.
In other words, Sakura is not as versatile as the other characters. Yes, she can tank most attackers for a limited amount of time, and can presumably survive some very impressive injuries (Tsunade getting cut in half comes to mind). However, if she can't actually do anything with her abilities, she really can't surpass anybody.
Finally, there really isn't anywhere else for her to go with her abilities. On the one hand, she can pretty much heal from any injury. The only things better in the series have already all been done: Reanimation, Immortality, Resurrection, and Naruto's new hand thing. None of these really seem like the next logical step for Sakura to take. On the other hand, her taijutsu, though powerful, is extremely limited. It is foreseeable, that she could learn to open the Inner Gates, but that is really Lee and Guy's thing, and I don't really seeing Sakura doing that. She could improve on it though by tying in her healing ability and figuring out how to counteract dying from opening the Eight Gate. Otherwise, she really can't go any where with her taijutsu either.
In short, it is hard to see Sakura developing further as a character, since her abilities are directly modeled after Tsunade's, and we have essentially already seen the limits of those abilities with her. Since there is no real way to build off of Tsunade's abilities, Sakura would need to learn a completely new (as in not borrowed or copied from somebody else - including Sage Mode) set of skills to make any further progress in surpassing those around her. And she needs more battlefield experience.
