1st Hokage!
1st Hokage has water jutsu also earth and Mokuton release.
2nd Hokage has no control of Edo Tensei, besides it takes time to prep and needs human sacrifice.
Water jutsus are not that dangerous anyway so the 1st will be fine.
If the 1st can block fireballs with his bear hands then water will be a walk in the park to him.
