First off im going to say If Sasori does happen to envelope himself in the Iron sand he then risks the chance of not knowing whats going on outside of that little dome leaving deidara to do what ever the hell he wants, he can send a C1 or C2 bomb after him because once he's blocked that original attack that caused him to make the dome in the first place, Deidara has that smoke as an advantage. he can:
1. drop a couple decoy bombs to make sasori think attacks are still going on and then use a Clay clone to go up close and go behind the dome so that when sasori released the dome the clone can explode.
2. Prepare for a more devastating attack. Maybe even a C2 dragon if he needs to
The sand when breaking the sound barrier is extremely linear and because of this Deidara has a chance of dodging it with his speed feats. Sasori hasn't been shown to spam this and has only used it once. Not to mention he has only used small portions of Iron sand while breaking that sound barrier. If Chiyo was able to react to the sand that means its not impossible to dodge this or block it. It doesn't start as sound breaking speed it goes into it a few seconds after deployment which is giving Deidara time to dodge the linear iron sand attack. Not saying it will be easy however Deidara has the means to do so.
May i also remind you that Gaara was only able to block that attack because of the special gourd sand which makes it

this scan you showed me is saying that the gourd sand is the absolute defence as it then showed in the next panel. [X] Deidara had clocked onto the special sand soon enough and how hi shand got crushed but as his hand got taken off he devised a plan and wasn't scared to sacrifice his arm.He was hyped to be the best Kazekage. Since the Iron sand isn't abundant like Gaaras sand he's either going to be blocking or attacking, he doesn't have the right amount of sand to necessarily do both to the best of his ability. Doing iron forest takes up his entire supply of sand. If it wasn't, then the Kazekage wouldn't have attacked after physically but he did.

It is this which will be his downfall because once he has then gone for the kill by this time Deidara could have already sent out a clay clone to replace him. After all Deidara will be in the air and it would take the sand some time to actually reach up to him. By reaching up to him by this time he's made a clone. Just like how Sakura punched him ass Sasori fell for the bluff and assumed she was poisoned, This will happen with the clone and as the puppet goes to strike he detonates the Clone thus destroying Kazekage puppet. He would by this time have no more sand to defend himself and Sasori is wide open.
Oh yeah, and about C3, Deidara has only used Clones, at max, twice but look how much clay a C2 dragon takes up or a C2 projectile. He has more than enough clay to produce more than two but Deidara hasn't been able to use more than two because he didn't get the opportunity to do so. Sasori isn't going to know they are clay clones and like i keep saying the dust/smoke cloud is what's going to help Deidara prepare or collect clay. Detonating that clone is only going to help Deidara. You have neglected Deidaras speed feats while on the bird, Deidara doesn't have to remain still while preparing Bombs, his hand has to remain in the bag so it can mould it. C3 is no bigger than a C2 Dragon. pouring in the necessary chakra isn't going to take as long as you think. Remember Deidaras intention at the Sand village was to capture. It hasn't to destroy the village. It seemed long because the fight was going on for a while. Gaara was exhausted from the attack because of the amount of chakra he used to tank C3.
Kazekage wont be tired but Sasori will since he has used all the iron sand available and a large amount of chakra in order to block it. Assuming he knows how powerful C3 actually is. He doesn't have enough Iron sand to block it. refer back too my Kazekage destruction point if you want refresh yourself on how he hasn't got that much sand. Your assuming that Deidara is going to keep something so sluggish like C2 on the field for that long and use to to get around. Like i said many times he uses the bird since its his more agile animal form. Not to mention Gaara Had the whole deserts sand at his disposal. Kazekage puppet cant make a dome that big with the limited supply of sand he has.

Im going to start my saying that these particular puppets only have number over their enemy, in terms of skill they are featless

they only have the intent to kill on nothing else. As you said Chiyo said there are too many not once did she mention feats. So its the number that is impressive here not skill.
This jutsu requires prep long enough for Deidara to strike. No way is Deidara letting Sasori bring out his trump card like that. HE will do his up most best with C1+2 bombs to both hurt him and prevent him from doing the jutsu. Of course on the side that the puppets are summoned Deidara out menouvers them. If he were to flying high enough they would all rush after hi in a straight line giving him the perfect shot to take out a huge quantity of them at the same time. Since sassori cant focus on all puppets and is technically not using his fingers to co-ordinate them

The blast radius of C2 is enough to wipe out most of them. And we saw Him use 2 mini C2 bombs in Sasuke fight PLUS the dragon itself. C3 is an absolute last resort. Lets also remember even though the less puppets there are the more sasori is focused they are still going to be focused on Deidara and Deidara has projectiles to take care of them. its not like they the bombs can be destroyed. We both know only Raiton can diffuse them. so the effort to chop them are useless.
Let me just bring up the fact that While Sasori Is focused on the puppets Deidara can easily leave a couple stray birds to attack sasori like he did on gaara. and the sand ninja

If his concentration is on the puppets alone hes done for. Its already been shown he cant do much when control them; especially against fast jutsu
