hinata already foreshadowed nejis return. obito has been used as a hinting thing for many things including chakra connecting the worlds. kaguyas plan may include the afterlife too. who knows.

First of all, I say I.T. would be stopped because why else Kishi brought up the Sage tools for, which would likely be tenten.

Secondly, Naruto claimed that the real Neji will always be in his heart and we've seen how hagoromo explained spirit are able to carry their souls and we learned that "Chakra is the power that connects these two worlds" and we've seen how Obito could do it so it shouldn't be surprised to Neji. Neji could possibly a lost soul and awaiting in the limbo world like Rin when she didn't pass on in the afterlife.
