Is Kabuto stupid? Yeah, he's a very intelligent and is a high medical user with a lot of formula/receipts, but come on!
It's not that Itachi had that much of an upgrade, but it was Kabuto's own fault.
Do you think Kabuto could have done more then what he did if he actually cared more?

Weapons/Edo's
Kabuto had Nagato, and Itachi. One of the most powerful ninjas ever born with their most powerful jutsu's.
• Rinnegan (All abilities)
• Sharingan
• Amaterasu
• Susano'o
• Totsuka Blade
• Yata Mirror
• Fire/Water Release
And what happened ? Itachi broke out, foddered Nagato and released Edo Tensei.
Also let's not forget about the Edo Kages. (Left to right)
2nd Mizukage (Trollkage)
Mū (Second Tsuchikage)
3rd Raikage (A's/4th Raikage's Dad)
4th Kazekage (Gaara's Dad)
Kabuto had
• Gold Dust
• Ultimate Shield and Weapon
• Genjustu specialist/Troll
• Dust Release
• Camouflage Technique
• Splitting in 2 Technique
I bet he could have done a lot with this, he could have done wayy more damage using them fully possessed, from the start.
Would have maybe even taken out Onoki, and Gaara.
Others
Ginkaku and Kinkaku, the survivors from the Kurama's stomach after being swallowed alive.
Kabuto could have used these guy's to the maximum if done correctly. He could have taken a lot of other people if it wasn't for his care free attitude.
Kimimaro. Although he is not praised as much as we he got first introduced he still is badass, but got fodderized by some sickness. He could have gone all out in a war like these, and he probably did since he didn't get that much canon screen time.
Kakuzu. He's also badass.
• 5 Creatures (With each his own Element Attribute)
• Stores people's heart in his body
What more could you ask for? And because he's an Edo Tensei there's no need to worry about his heart, or regeneration. He's OP as it is.
I feel like he could have done a whole lot more then he did.
He could have token out millions with his poison gas if Kabuto wasn't so careless. (That also led to his downfall) (No Wanking)
