Under this situation.. It is implied that after taking Madara's EMS eyes.. He awakened the Rinnegan. Which leads me to believe that he would have access to the EMS Justu as well; unlike Nagato who most likely received the Rinnegan after it's transformation and being unable to revert back (Similar to how Kakashi can use MS because it awakened it'self while in his possession). Madara stated that after he awakened the Rinnegan he gave his eyes to Nagato.. Also similar to how kakashi can't revert his sharigan back to a normal eye.

If the prior information could be assumed plausible then it's likely that yes Rinnegan Hashi > Rinnegan Madara. Because He would be able to switch between his Dojustu powers and access Madara's EMS techniques such as PS and Meteorites.

I agree, however I don't think Hashirama will be able to use PS, since the EMS would have fully transformed into Rinnegan, and it can never revert back.
The only reason Madara is able to do it is because he was revived above and beyond his prime due to what Kabuto did.

However I believe Hashirama might still be able to summon meteors if his Bansho tennin Rinnegan tech (ability to attract objects) is many times stronger than Madara, he could theoretically use it to pull one of the space meteors and bring it down to earth or whatever planet the narutoverse is without needing the help of PS :whip:
